More than 40 national councils may be established in principle in every country of Europe. By its nature, the councils in objective, structure and shape differ considerably. In the early days the councils were founded were "top to bottom" of Dancan Sandys. In the early years they spoke to the zeitgeist notables who also represented organizations. Especially in Italy, Germany and Austria emerged Associations Associations without individual members (in Germany were up to the beginning of the 21st century, up to 50 public figures to be a member). In other countries it has taken from the beginning of organizations and individuals ( as in Spain, Denmark, France). In some countries, only one individual membership possible (Armenia, United Kingdom).

The demarcation of the Union of European Federalists members is difficult in some countries. The UEF youth organization JEF is, for example, often at the national level youth organization of the national councils of the European Movement ( as in France, UK, Denmark).
