Pius XI. took him on 30 March 1925 as cardinal priest with the titular church of San Lorenzo in Panisperna to the College of Cardinals. In the 17 years of his tenure as Archbishop of Seville he fell partly into trouble in connection with the situation in the Spanish Republic and overcome the discrepancies between church and state.

His relationship with the brotherhoods of Semana Santa was complicated. He forbade the singing of the Saeta, since this was presented by professional flamenco singer and was not an expression of piety, so for him. He also forbade the presence of women in processions, limited their number to a maximum of 40, although their presence at the estonia Penitencia was an ingrained habit. It also set strict rules about unjustified stop during the procession of brotherhoods.

On February 1, 1929, he confronted the residents of La Macarena, a neighborhood of Seville, with its decision, Leoncio Martínez Sánchez Bouri to Hermano Mayor ( leader ) of the Hermandad de la Esperanza Macarena to appoint. The candidate had to withdraw objections, but he insisted to appoint him, but ultimately he could not. Other politicians such as Seville's Diego Martínez Barrio of Republicans, with whom he met on several occasions, saw in him a man of mediation and with which it was easier to make arrangements to rectify the ratio of between Church and State. In the cathedral of Seville, he is buried.
