Presidential Administration of Russia

The Russian Presidential Administration (Russian Администрация Президента России ) is in Russia a state agency that has the task to coordinate the exercise of office of the President. It was officially established on 19 July 1991 with a corresponding decree of then President Boris Yeltsin.

General

The Russian Presidential Administration today consists of 18 departments and employs 1547 staff (as of 2012). Each department is responsible for one or more specific areas of responsibility. The Chairman of the Presidential Administration is appointed by the President and is directly under him. From the establishment of the Authority until today their internal structure, staffing and task priorities has been modified several times, especially in the years 1996 and 2004 by respective presidential decrees.

The main tasks of the Russian Presidential Administration are now essentially:

  • Preparation of draft legislation for submission to the Duma, also formulation and preparation of the decrees, speeches, orders and other written documents;
  • Publication and monitoring compliance with the laws submitted by the President and the Presidential Decrees ( ukase );
  • Coordination of internal and external activities of the President;
  • Processing and forwarding the requests and suggestions of citizens, political, social or religious organizations and regional authorities to the President.

The Chairman of the Presidential Administration, pursuant to a decree from the year 2004, two deputies. For Presidential including the press secretary of the President, the presidential adviser, the authorized representative of the President in various State authorities and in the federal districts, also the representative of the Russian Federation at the European Court of Human Rights.

Chairman

The Chairman of the Russian presidential administration since the December 22, 2011 Sergei Ivanov. He is in his role reports to the incumbent President Dmitry Medvedev.

Even the reigning from 2000 to 2008, President Putin was 1997-1998 Deputy Chief of the Presidential Administration under his predecessor Boris Yeltsin.
