Sukehiro Hasegawa

Sukehiro Hasegawa (Japanese长谷川 佑 弘, Hasegawa Sukehiro; born November 28, 1942 in the prefecture of Tokyo) is a former Japanese diplomat at the United Nations and professor.

Diplomatic career

In 1969, Hasegawa worked at the United Nations Development Programme (UNDP ) as a program manager in the Office of programs and operations. In 1972 he was the Director and later as Regional Program Director in the Regional Office for Asia and the Pacific. From 1978 to 1980 he served as Deputy Representative of the UNDP in Nepal and from 1980 to 1984 in Indonesia. Between 1984 and 1986, Hasegawa UNDP representative in Samoa, the Cook Islands, Niue and Tokelau and from 1987 to April 1994, Deputy Executive Coordinator of the United Nations Volunteers program in Geneva. In 1993, he coordinated the UN volunteers, who worked as an election observer in the first free elections in Cambodia. In April 1994, Hasegawa took over the post as Director of Policy and Planning of the UN peacekeeping mission in Somalia. As of January 1995, he was Coordinator for Humanitarian tasks of the UN and UNDP Representative in Rwanda. Between July 1996 and August 1999 Hasegawa served as deputy assistant administrator and Deputy Regional Director for Asia and the Pacific in New York. In September 1999 he was appointed Director of the UNDP Office in Tokyo. Later, Hasegawa was Special Advisor for Crisis Prevention and Recovery at UNDP in Geneva.

On 1 July 2002 Hasegawa was appointed by UN Secretary General Kofi Annan as UN Deputy Special Envoy for East Timor and local representatives of the UNDP. On 21 May 2004 he was promoted to the UN Special Representative for Timor-Leste and in addition from the May 21, 2005 Chief of UNOTIL. He held until September 30, 2006 The Office. In Hasegawa's tenure, the end of the UNOTIL falls on 19 May 2006. Due to the then erupting riots but the use of the UN was not completed as planned, but converted with Resolution 1704 in the UN mission UNMIT after the UNOTIL mandate already UN Security Council Resolution 1677 and 1690 and eventually extended by resolution 1703 to 25 August 2006. The UNMIT officially began on 13 September 2006. On December 6, Atul Khare was appointed as his successor.

From 2007 to 2012 was Hasegawa 's special adviser José Ramos -Horta, President of East Timor. Since March 2013 he is special adviser to Xanana Gusmão, the Prime Minister of East Timor.

Academic career

Hasegawa has a BA in Political Science from the University of Michigan in Ann Arbor and a master's in public, international management at the Graduate School of Public Administration of the International Christian University ( Kokusai Daigaku Kirisuto - kyō ) in Mitaka. He also has a Ph.D. in International Relations from Washington University in St. Louis and two certificates in French Grenoble University and McGill University in Montreal.

From April 2007, Hasegawa taught at Hosei University in peacemaking, international organizations, contemporary foreign policy and global governance, in the meantime, he was also a visiting professor at the University of the United Nations. He also appeared as a speaker and a senior consultant at various conferences and seminars. On January 16, 2013 Hasegawa gave his last lecture at the university.

Hasegawa is a member of the Board of Directors of Japan Association of United Nations Studies and the Earth Charter Commission for Japan. In June 2012, he was appointed member of the Board of Directors of the Academic Council on the United Nations System ( ACUNS ) ..

Family

Sukehiro Hasegawa is married and has three children.
