A total of 38 teams had registered for the World Cup in Switzerland in 1954, which meant a new record. Among them were:

  • 25 teams from Europe
  • 1 team from Africa ( Egypt)
  • 2 teams from the Middle East (Turkey and Israel)
  • 3 teams from East Asia
  • 4 teams from South America
  • 3 teams from North and Central America.

From Oceania reported no team. As defending champions Uruguay and host Switzerland were directly qualified for the remaining 36 teams were still 14 free spaces available.

For the first time a player could be replaced before the break due to injury in the qualifiers per team. Whereof were made, for example, the German team came on in the 42nd minute for Richard Gott Inger on August 19, 1953 while playing in Norway use as Alfred Pfaff. FIFA banned the rule again for the finals in Switzerland.

The 16 World Cup places were distributed as follows:

Due to the withdrawal of two teams ( Poland and Taiwan), a total of 34 nations took part in the qualifying matches.

Europe / Africa / Middle East

The 24 European teams and the only team from Africa ( Egypt) and the only two teams from Asia Minor (Turkey and Israel) were divided into a total of 10 groups, including a four -, five triples and four groups of two. Denmark, the Netherlands and Iceland had not applied on time and have not been approved by FIFA. The groups were composed primarily geographically. The four British teams played in the group of four since the tournament was at the same time as British Home Championship. From this group, the group winners and runners-up qualified for the World Cup 1954. From the remaining nine groups, only the group winners and the winners of the knockout round for the World Cup qualified. Without qualification was added still hosts Switzerland. Thus Europe put together with the Middle East and Africa, a total of 12 of the 16 finalists of the World Cup in Switzerland.

In this group, only British teams participated, since this tournament was played as a British Home Championship ( British Championship ) at the same time.

After Spain and Turkey were able to win their home games, both teams met on neutral ground each other in a playoff. After this was not decided after extra time, the Turkish team was appointed by lot the winner.

South America / CONMEBOL

The three teams who had registered on time, played in a group with back and leg from which the group winners for the 1954 World Cup qualifying in Switzerland. Bolivia, Peru and Venezuela had submitted their application to late and were therefore not admitted. Added to this was the defending champion Uruguay, who had automatically qualified.

North and Central America / CCCF and NAFC

Again, the three teams played in a group with return game. The group winners qualified for the World Cup finals. Costa Rica and Cuba had submitted their application to late and were therefore not admitted. The United States refrained from economic reasons on their home enough.

East Asia

India, Iran and South Vietnam had submitted their application to late and have not been approved yet before the qualifiers attracted the Taiwanese Football Federation and the People's Republic of China back their reports because of political tensions. Then, the remaining teams from South Korea and Japan met twice on Japanese soil against each other. South Korea could eventually prevail and thus qualified for the World Cup finals in Switzerland.
