Mode
In the main round of the nine teams were divided into two groups, the group Tallinn with six teams twice as large as the group Viru. Each team played against each opponent in return game. The top three teams in the group Tallinn and all three teams in the group Viru qualified for the final round. Their four best-placed teams qualified for the playoffs, where the Master was played. For a win, each team was given two points, a draw there was a point and a defeat.
