Non-Paper (English for "non- paper " ) or unofficial working paper is called a record that is not binding formal or legal status. Although a non-paper is not to go down as a formal document in the file, it can exert a real effect; their official " non-existence " is thus a legal fiction.

A non-paper or unofficial working document is not an officially legitimized form of a written document is a diplomat or a delegation that is handed over to the representatives of another country or an international organization.   • If the author is in order, the responsibility for the content but not want to take over,
  • To identify the document as a non-binding approach, or
  • In order to give the receiver the possibility to ignore the document. Only through an answer then raises the receiver the non-paper to a recognized document.
