The library should both give citizens access to knowledge, as well as record the private libraries of some nobleman. The printers were obliged to submit a copy of all published books in Spain (comparable to today's legal deposit ). The first release of the library was published in 1738, entitled Bibliotheca Universal de la Polygraphia Española, its editor was Cristóbal Rodríguez.

The library has developed a strategy to take over the stocks until then in the possession of the Church, thus their holdings grew and gained mainly on quality.

From 1835 to 1860 some commissions were established to serve the Subjects of the institution. All during the First Republic confiscated from the clergy books were transferred to the library's collection.

1896 the new seat on the Paseo de Recoletos was completed after thirty years of construction, the equally served as a library, museum and archive.

From 1936 to 1939, the holdings of the library again grew during the Spanish Civil War due to the seizure of nearly five hundred thousand books.
