History

For the first time the term " blank check " was named in 1908 for the annexation of Bosnia and Herzegovina. Since Germany had with Austria -Hungary and Italy in 1882, together with the three covenant, granted Kaiser Wilhelm II and the German Chancellor Bernhard von Bülow Austria -Hungary a blank check.
