Carl Rattray

Raphael Carl Rattray OJ, QC ( born September 18, 1929 in Saint Elizabeth, † 14 March, 2012 Saint Andrew ) was a Jamaican lawyer, judge and politician of the People's National Party ( PNP).

Life

Rattray began his career as a lawyer in England, until in 1958 he received his license to practice law in Jamaica and then worked as a lawyer there. He was next to Percival J. Patterson and Alfred Rattray a founding partner of the law firm Rattray, Patterson, Rattray. In 1969 he was (Queen 's Counsel ) appointed Attorney-General.

He was also a founding member and temporary chairman of the Jamaica Council for Human Rights.

Politically Rattray was active as a member of the People's National Party ( PNP). From 1975 to 1980 he was a senator for the ruling PNP. He was from 1976 to 1980 Minister of Justice and Attorney General in the government of Prime Minister Michael Manley. From 1978 to 1980 he was managing director of PNP in the Senate. He was elected in the constituency of South East St. Catherine House of Representatives in 1989 and was until 1993 MP for the PNP. From 1989 to 1992, he was appointed a second time as Attorney General and Minister of Justice in the government of Prime Minister Michael Manley, then he was represented until 1993 held the same position in the cabinet of Percival J. Patterson.

In 1993, Rattray was appointed as President of the Jamaican Court of Appeal ( Court of Appeal ), the position which he held until his retirement in 1999.

In 1994 he was awarded for merit in the field of jurisprudence and law reform with the Order of Jamaica.

Rattray was married and the father of four children. He died on 14 March 2012 at the age of 82 after a long illness.
