Carlos Westendorp

Carlos Westendorp Cabeza ( born January 7, 1937 in Madrid ) is a Spanish diplomat and politician who was from 1995 to 1996 Minister of Foreign Affairs of his country. Between June 1997 and July 1999, he acted as High Representative of the international community in Bosnia and Herzegovina. Westendorp began in 1998 after the Parliament was unable to agree, because of its extensive powers of the current design of the flag of Bosnia-Herzegovina by.

Under his chairmanship named after him expert group ( the Westendorp Group) was set up in 1995, the IGC prepared in 1996, the Government submitted negotiating proposals, including the planned enlargement of the EU. The Final Report of the Reflection Group was presented on 5 December 1995.

From 2004 to 2008 he held the office of the Spanish ambassador in the United States.
