City council

A city council is in Germany, Switzerland and Italy for an appointed municipal council in cities collegial body or member of such a body.

In Austria, however, it is the name given to a member of the city government. This is in statutory cities (eg Vienna) also called City Senate. In Switzerland, occasionally to distinguish between small and large city council.

In some German states city council is also the name of a head of department of a city government. In Austria, the term Councillor used to distinguish it from non- official leading city councils of the College.

Depending on the canton, the city council in Switzerland a legislative ( legislative ) or executive ( executive ) function. In smaller municipalities, the City Council is usually an organ of the executive, in larger ( executive) and Big City Council will in some municipal constitutions between City Council 's Small distinction ( municipal parliament as a legislature ).

In Germany, Austria and Italy, the executive arm of the city council has never legislative function. For the " city-states " Hamburg (there: citizenship ), Berlin (there: House of Representatives) and Vienna (there: Landtag ) is the scope of the respective State Parliament and the Parliament of the city-state, in which the city council may introduce bills. In Italy, the legislative function of the Parliament, the regional councils and the diets of Trentino and South Tyrol.

Germany

In many German states City Council is the name of the town council, which is the local representation of the people in the cities ( in other communities: local council ). The members of the city council committee are referred to in part as councilors. The City Council is an employer towards employees of the city administration, the supreme authority and most important in the context of the municipal legislative body of the local self-government authority.

In a few countries in Germany (eg Hessen) city council is the name given to the Magistrate ( Executive) of a city. Here are the full-time magistrate members, also referred to as department heads and the honorary magistrate members. All members except the Municipal Mayor and the Mayor had the title of " City Council ". Therefore, in these countries the local Parliament is not designated as a city council, rather than " city council " or " council of the city ". The members of the City Council therefore called " city council ". Department heads can also lead designations such as city building ( Baudezernent ) or city treasurer ( finance department head ). The representative of the mayor or the mayor holds the title "First councilor ".

In Bavaria, for department heads, the term " Professionalism city council member " in order to avoid confusion with volunteers, elected by the citizens city council members.

In Baden- Württemberg the council members perform in cities, the term City Council.

In East Berlin and East Germany after German reunification until the election of a total of Berlin Senate after the elections of 2 December 1990, the members of the East Berlin city government were called (Municipal ) City Council ( " The Lord Mayor and the Aldermen "). They were lifted by the new East Berlin state constitution of 1990 to the rank of national ministers. For them, the senator law applied ( in a slightly modified version to the West Berlin Senator Act).

According to the Unification Treaty between the Federal Republic and the GDR, Berlin ( Greater Berlin in 1990 before the union between the 30th April 1990 to Wiedervereinigungstag, October 3 ) was reported by the Senate and magistrates ruled jointly. All motions carried, for example, whether they were for the eastern or the western part of the signatures from the West and from the East Senator Senator. The grade was for all senators and councilors of state government B11. In contrast to the country level, the department heads are called in the districts of Berlin ( municipal level ) District City Council, they are local election officials who are paid according to the salary group B4.

Austria

As the City Council collegial body (which consists of several persons body ) is called, which lit in accordance with § 117 Section 1. b Federal Constitution in 1920 serves as the parish council of an urban municipality; as an individual member of the committee is called the City Council. Switzerland

In Zurich and many other cities of German Switzerland, the City Council is the executive, legislative council called in Lucerne Large City Council. In Bern and the other towns of the canton of Bern, it is exactly the opposite: Parliament is called the city council, the government, however, the municipal council.

South Tyrol

In South Tyrol, both the city governments as well as their individual members are called City Councils. In the rural communities, the governing body of the local committee is called; whose members are community speakers or town assessors ( the assessor term is used in Italian ).
