Decree time

The decree Time was introduced by the Council of People's Commissars of the USSR on 16 June 1930 to make better use of the daylight.

The Decree time is about an hour ahead of the time of each time zone, i.e., the same effect is achieved as with the summer time. In addition to the time decree that applies throughout the year, in summer, the summer time is introduced.

From 1982 to 1986, the decree Time was abolished by the government of the USSR in 30 oblasts and autonomous republics of Russia and the three Baltic republics. 1990 was followed by the Ukraine, Moldova, Georgia and Azerbaijan. In March 1991 it was abolished throughout the territory of the USSR.

On 23 October 1991, the Supreme Soviet of the Russian SFSR, the reintroduction of the decree time decided on the territory of Russia. This was achieved on 19 January 1992 ( except Oblast Astrakhan, Volgograd Oblast, Kirov Oblast, Novosibirsk Oblast, Samara Oblast, Saratov Oblast and Udmurtia ).
