End-user certificate

The end-use (EVE, Endverbleibsdokument, customer declaration ) is one of a consignee to be signed document that in the use of the goods for a particular purpose and, if the recipient country are documented.

End-use are used in various fields, including

  • The sale of chemicals covered by the Chemical Weapons Convention (CWC ). For these materials or goods governmental end-use are required ( see Article 9, paragraph 2 of the EC Dual Use Regulation and § 17 para 2 Foreign Trade and Payments Regulation (AWV ) ). A worldwide list of government bodies that issue end-use can be found on the website of the Federal Office of Economics and Export Control ( BAFA)
  • The sale of certain drug precursors
  • The export of so-called dual -use goods.

Assets that may be disclosed only with an end-use to a receiver, thus subject to legal control. Using the end-use is to be the purposeful use of the asset secured in the first place. Within the framework of export controls and the export of goods will also be controlled in certain countries or even prohibited ( embargoes ).
