The European Neighbourhood Policy (ENP ) is a European Union ( EU) program, which was presented on 12 May 2004 by the EU Commission strategy paper. The strategic objective of the ENP is to establish a "ring of friends and stable states " around the EU.

In addition to the European Neighbourhood Policy, 2008, the Union for the Mediterranean and in 2009 the Eastern Partnership has been established.

The ENP is addressed in Eastern Europe to Ukraine, Belarus and Moldova, the South Caucasus to Armenia, Azerbaijan and Georgia, and in the Mediterranean region of Morocco, Algeria, Tunisia, Libya, Egypt, Israel, the Palestinian Territories, Jordan, Lebanon and Syria. Although Russia is also a neighbor of the EU, the EU -Russia relations ( " EU-Russia Common Spaces" ) dealt with separately under the title " EU -Russia Common Spaces".

Objectives

Main elements of the ENP are the economic, political and cultural cooperation. It should countries without a membership perspective, through stronger links with the EU, incentives to upgrade their politics, the economy and society are given. Originally, the ENP was conceptualized for in the wake of EU enlargement newly added neighbors of the EU to the east. Under pressure from the southern EU member countries it was extended to the southern Mediterranean to the Euro -Mediterranean partnership.

Respect for human rights, the rule of law and the development of market economies should be strengthened. The EU wants to take responsibility in the prevention and resolution of regional conflicts. It is also about illegal migration from third countries, human trafficking and terrorism. The pace of rapprochement between the EU and ENP countries will depend on how far the individual participating countries in the goals of the program.

Competence in the EU Commission and financing

Within the European Commission, ENP falls within the portfolio of the Commissioner for Enlargement ( in the Barroso II Commission since 2010 Štefan Füle ). He works here with the High Representative of the EU for Foreign Affairs and Security Policy (currently Catherine Ashton ) together, which is responsible for the whole of the common foreign and security policy. By 2010, the Commissioner was responsible for external relations for the ENP, whose office was, however, abolished by the Treaty of Lisbon.

By 2006, support for countries of the European Neighbourhood Policy was part of various geographical programs, Tacis, among others (for the eastern states and Russia) and MEDA ( for the Southern Mediterranean countries ), and in the context of thematic programs such as the European Initiative for Democracy and Human Rights ( EIDHR). On 1 January 2007, the TACIS and MEDA programs in the European Neighbourhood and Partnership Instrument ( ENPI) were summarized. Not only joint projects on the border to be financed, but also regional projects in the partner countries. The large part of the funding will be distributed to support economic reforms and structural adjustments in the partner countries.
