Technical Aid to the Commonwealth of Independent States

TACIS was an EU funding instruments. The acronym stands for " Technical Assistance to the Commonwealth of Independent States ". TACIS was founded in 1991 to support the EU's relations with the countries of Eastern Europe and Central Asia ( EECA, Eastern Europe and Central Asia) through a program of technical assistance. The program promoted the process of transition to a market economy and democratization of society in the EECA countries. In the first eight years of its operation received a total of 4.226 billion euros in the financing of projects.

An amendment adopted in January 2000 EU regulation opened a new phase of cooperation between the EU and the partner countries of Eastern Europe and Central Asia. This has, designed to make financial assistance in the amount of 3.138 billion euros by the end of 2006 are available that focus on certain key areas:

  • Support for institutional, legal and administrative reforms.
  • Support for the private sector and assistance for economic development in general.
  • Support to mitigate the social consequences.
  • Infrastructure development.
  • Improvement of nuclear safety.
  • Improvement of environmental protection and management of natural resources.
  • Development of agriculture.

The program is created and managed by two Directorates General of the European Commission. Since January 2001, the Directorate-General for External Relations for the political direction ( as for the negotiation of partnerships and cooperation agreements ) and negotiating long-term programs ( Indicative ) is responsible, while the EuropeAid Co - operation Office directs the project management and annual programs.

The programs are very versatile, and over time a number of specific sub-programs have been developed. All the time there are hundreds of ongoing projects to all sectors, countries and regions, some of which sample projects are available as case studies. Among the countries in Eastern Europe and Central Asia, whose cooperation with the European Union in the framework of the TACIS program was regulated, include: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, the Russian Federation, Turkmenistan, Tajikistan, Ukraine and Uzbekistan.

2007 went on TACIS (along with MEDA) in the European Neighbourhood and Partnership Instrument ( ENPI), the financial instrument of the European Neighbourhood Policy.
