Export Administration Regulations

The Export Administration Regulations (EAR ), the executive order of U.S. export control regulations, the Export Administration Act (EAA ). The EAR is issued by the Bureau of Industry and Security ( BIS) and regulates the export and re-export of U.S. goods.

With the EAR to export or re-export are regulated both the so-called dual -use goods as well as purely commercial or economic goods not for military use. In addition, the export and re-export of other commodities through other regulations and by other American authorities are controlled.

In essence, the U.S. government is pursuing with the EAR four objectives:

  • Protect the national security of the United States
  • Support of U.S. foreign policy
  • Prevent the spread or transfer of WMD non-proliferation
  • Respect of short-term American interests
