Frank G. Wisner

Frank George Wisner II ( born 1938 in New York City ) is an American diplomat.

Career

After graduating from Princeton in 1961 Wisner began his career in the diplomatic service. After a Arabic course it was used in Algiers. For his next post, he was seconded to USAID in 1964 to Vietnam.

From 1968 Wisner was responsible in the State Department for Tunisia. In 1971 he was sent to the American Embassy in Tunis. After a short stint at the U.S. Embassy in Dhaka Wisner returned to Washington. During the tenure of Secretary of State Cyrus Vance Wisner was promoted to department head. He was U.S. Ambassador to Zambia ( 1979-82 ), in Egypt ( 1986-91 ), the Philippines ( 1991-92 ) and in India ( 1994-97 ). In the meantime, he was secretary of state for international security issues ( Under Secretary of State for International Security Affairs ) from 1992 to 1993 and Assistant Secretary of Defense for Political Affairs ( Under Secretary of Defense for Policy ) By 1993 until 1994.

Since his retirement from the Public Service Wisner has held various advisory positions, including in a law firm that works for the Egyptian government.

According to the New York Times Wisner is considered personal friend of Hosni Mubarak. He was 2011 Special Ambassador of the U.S. government in Cairo during the revolution in Egypt. On 5 February 2011, after his return to the United States, the U.S. government distanced itself from Wisner's statements on the preliminary whereabouts of Mubarak in power. Frank Wisner is an employee of the New York and Washington law firm Patton Boggs, which indicates "to advise the Egyptian military, the Egyptian Economic Development Agency, and Has handled arbitrations and litigation on the [ Mubarak ] government 's behalf in Europe and the U.S. ."
