Hiroya Masuda

Hiroya Masuda (Japanese増 田 寛 也, Hiroya Masuda, born December 20, 1951 in the prefecture of Tokyo ) is a Japanese non-party politician and was between August 2007 and September 2008 Minister of Internal Affairs and Communications. Unlike most of the ministers he did not belong to the Parliament.

Masuda is a graduate of the University of Tokyo and was then an official in the Ministry of Construction. From 1995 to 2007 he was governor of Iwate Prefecture. Prime Minister Abe Shinzō appointed him shortly before his resignation to the Home Secretary. Immediately afterwards Masuda had to admit to have his campaign posted incorrect as governor in 2003 a donation while. His ministry is also responsible for the implementation of the law on party funding.

In September 2008, Prime Minister Taro Aso took him not into his cabinet, and was succeeded by Kunio Hatoyama.
