José Antonio Chang

José Antonio Chang Escobedo (* May 29, 1958 in Lima) was from 14 September 2010 to March 18, 2011 Peruvian Prime Minister. He took over from Javier Velásquez Quesquén who gave up his office so that he may in the year 2011 presidential election, as the successor to Alan García, compete. Previously, Chang was since July 28, 2006 Minister of Education in Peru. Mr. Chang is an industrial engineer and was rector of the Universidad de San Martín de Porres. He was succeeded on March 18, 2011, former Justice Minister Rosario Fernández.

Training

Chang Escobedo studied in Lima at the Pontifical Catholic University, but had to leave early due to the bad performance. So he started studying at the National University of Federico Villarreal, where he earned a degree in industrial engineering. He also reached the degree of Doctor of Education. His PhD dealt with the logistics structures of the trading system of the mining company Minero Perú. He gave courses on management and organization at the Escuela Superior de Administración private university de Negocios and received his Masters in the subject of information technology and technical education at the University of Hartford in the United States of America.

Rector of the University of San Martín

From 1996 to 2006 he served as rector at the private University of San Martín de Porres when he retired after 10 years. His administration was confronted with the accusation of infidelity and embezzlement, but Jorge del Castillo Gálvez explained that the APRA had investigated the case and he was innocent. During his tenure allowed him to Alan García 's re-election and thus the businesses at this University, a state institution to continue.

Public offices

José Antonio Chang took over many public offices such as the coordination of computer science of the Peruvian National Bank. He was also director of the cooperation of Peruvian airports, the commercial aviation and later Dean of the Faculty of Engineering and computer science at the University of San Martín de Porres.

Minister of Education

On 28 July 2006 Chang was appointed under the eyes of Alan García to the education minister of the Cabinet of Peru, the first government of Garcia's second term. During his inaugural address, the President referred in particular to the role of Chang and how he may be able to eradicate illiteracy in the country. García gave him his full support for this. His appointment was initially questioned by news channels like Cecilia Valenzuela, there were some questions unresolved. His term was marked by strong opposition to SUTEP, as well as an evaluation of the work of faculties, both of the current students, as well as its graduates of universities and institutes. However, there were strong objections to the assessment process, which has been criticized by specialists such as Leon That Hemberg because the ministry insisted to evaluate teachers without behördliches rules. This fact led to strong resistance among those affected.
