Kartel (electoral alliance)

Under a cartel is understood in the Belgian policy provision for cooperation between political parties. As a rule, it is about a common choice list and partly a common fraction. Furthermore cartel parties coordinate their policies and also occur together in governments. On the origin of cartels the introduction of a five-percent hurdle in the Belgian elections from 2002 has contributed; However, there was the first cartel in 1912 with socialists and liberals.

In Flanders, among others, the following cartels at federal and regional level were:

  • 2003 to 2008: cartel consisting of the Social Democratic Socialist Party Other ( sp.a ) and the left-liberal spirit. The latter was developed from the socially liberal- national Volksunie, named several times and disappeared in late 2009.
  • 2004-2008: so-called Vlaams Kartel consisting of the Christian Democratic Christian - Democratisch en Vlaams (CD & V) and the Flemish nationalist Nieuw- Vlaamse Alliantie (N -VA), which is also a splinter party of the former Volksunie.
  • 2004 to 2007: cartel consisting of the liberal Flemish Liberals en Democraten (VLD ) with the progressive - radical democratic Vivant. Since 2007, Vivant and the liberal-conservative Liberaal Appèl have been merged into the VLD, since the Open VLD called.
  • 2007 and 2009: de facto cartel consisting of the right-wing liberal Vlaams Liberaal Onafhankelijk Tolerant Transparant and the radical right Vlaams Belang ( VB).

On the francophone side ( Wallonia and Brussels), especially the de facto cartel between the liberal Parti réformateur libéral (PRL ), the Franco- Brussels Fédéralistes démocrates francophones (FDF ) and the center- right Mouvement des citoyens pour le changement (MCC ) is to mention. The cartel was founded in 1998 and meets under the name Mouvement Réformateur ( MR) since 2003.

In the German-speaking Community, the cartel between the party of the German-speaking Belgians ( PDB) and the non-party youth consisted Independent ( PJU ). Both parties have been merged into the regionally oriented ProDG since 2008.

At the local level, there are other cartels.
