In Austria progressivist meant discarding the scale.

The original goal was to abandon the then very specific student customs and adapt to the general civil practice in everyday life. (Also called Philistines ) The feeling of superiority of the students towards the citizens was considered antiquated. This explains the parallelism to the gymnastics clubs and choral societies then first founded by citizens.
