Leandro Mendoza

Leandro Ramos Mendoza ( born March 17, 1946 in San Juan, Batangas Province; † October 7, 2013 in Manila ) was a Filipino general and politician.

Biography

After schooling, he entered military service and served as officer cadets graduated from the Military Academy ( Philippine Military Academy ), where he graduated with a Bachelor of Science ( B.Sc.). A subsequent post-graduate studies in Public Administration at the University of the Philippines in Cebu City, he finished with a Master of Science ( M.Sc.) in Public Management.

In 1970 he became an officer in command for Metro Manila ( Metrocom ) of the Philippine Constabulary (PC), the predecessor of today's Philippine National Police ( Philippine National Police, PNP), and as such was first head of the third patrol company before it from 1972 to 1974 chief of special Operations of the Military Police ( MPIS ) was. Subsequently, he was first deputy commander and then from 1975 to 1979 Commanding Officer of the investigative and intelligence unit ( Investigation and Intelligence Unit) of Metrocom. After that, he was until 1980 Deputy Commander of the Südsektors Metrocom and then from June to September 1984 police commander of the province of Cebu. He was also a graduate of the General Staff Course at the General Staff School of the Armed Forces ( Armed Forces of the Philippines, AFP ) in Fort Bonifacio in Manila.

Subsequently, he initially remained as commander of the eastern sector of the Metrocom in Manila, to then assume the office of the Police Commander of Rizal province from May 1985 to May 1986. Thereupon Mendoza police commander of the province of Bulacan and then from May 1989 to May 1990 police commander of the province of Pangasinan. In May 1990, his appointment was made chief of staff of PC in Region IV ( CALABARZON ).

After that he was from February 1991 to April 1991 for a short time commander of the special task force ( Task Force) " Mina de Oro " to assume the office of the Chief of the Directorate of Staff of the PNP in the new Autonomous Region in Muslim Mindanao ( ARMM ) in the terminal until 1992. In 1992 he returned to Manila back in the headquarters of the PNP and was first Deputy Director and then in 1993 director of intelligence. In 1994 he was appointed Director of Police Region IV ( CALABARZON ) and 1995 on the Police Director of the Capital Region ( National Capital Region) of Metro Manila. After working as chief of staff of the PNP Directorate from 1996 to 1997, he was between 1997 and 1998 Deputy Chief PNP for Administration ( Deputy Chief PNP for Administration ( DCA) ). He was subsequently appointed to January 2001, Executive Director of the Center for Transnational Crime ( Philippine Center on Transnational Crime ).

In January 2001, he was first appointed acting chief and then on 16 March 2001 Chief of the Philippine National Police (Chief, PNP) and as such was General Director of Police (Police Director General ) in the rank of general.

On 3 July 2002, he retired from active police after he was appointed by President Gloria Macapagal Arroyo as Minister of Transport and Communications ( Secretary of Transportation and Communications ) and whose cabinet was a member until his death. Successor as chief of the PNP was Hermogenes Ebdane, Jr., who later became Minister of Public Works and Highways.

At times, Mendoza was also president of the Alumni Association of the Military Academy (PMA Alumni Association ) and Chairman of the Association of Chiefs of Police of the Philippines ( Association of Chief of the Police of the Philippines Inc.).
