Moro Province

The Moro Province was a province of the Philippines that engulfed a large part of the southern island of Mindanao and the southwestern Sulu Archipelago 1903-1913.

History and political structure

The province was on June 1, 1903 the Act No.. Founded in 787 and included all the territories south of the 8th parallel degree were, with the exception of the Palawan and the eastern part of the peninsula of Zamboanga. The province was undertaken by a civilian government with a subdivided civil administration. The district governor and his deputies have been used by members of the American military. The governor of the province, the Ministry of Mindanao - Jolo. This structure, as a combination of civil and military administration, had different reasons. One was the universal hostility of the ethnic group of the Moros, another the experience of the army of the Indian Wars. A third reason was the lack of respect, the Moros would have placed over a purely military leadership.

In addition to the executive under the governor, the province had a legislature: the Moro council. This council, appointed by the governor himself, included the position of a prosecutor, a secretary, a treasurer, a head teacher and a technician.

In addition, the governor used all other members of the Council, the permanently occupied their position without exception. A structure that represented a more stable basis for the legislation, than that of a governor whose bids could be suspended by a follower again.

The province was subdivided into five districts: Cotabato, Davao, Lanao, Sulu and Zamboanga. These districts were further divided according to ethnic groups in constituencies that were occupied with parent Datus in the positions as circuit boards and with subordinate Datus in the role of parliament, judges and sheriffs.

On September 1, 1913, the province was again abolished, and divided into the provinces of Agusan, Bukidnon, Cotabato, Davao, Jolo, Zamboanga, and Surigato that were combined to form a Department of and of Mindanao Sulu which the from then on in the main tasks should coordinate provinces.
