North Atlantic Council

The North Atlantic Council (English North Atlantic Council, NAC ), established in Brussels ( Belgium ) is the main decision-making body of NATO, with political authority and powers of decision. It deals with all aspects of alliance policy, with the exception of defense planning and nuclear policy. From April 1952 to 1959, the seat was in and around the Palais de Chaillot, and from December 1959 to 1967 in Porte Dauphine in Paris. The first session of the North Atlantic Council was held in Washington, DC, USA on September 17, 1949.

Members

The North Atlantic Council is composed of the permanent representatives ( with the rank of ambassadors ) of all Member States. He is the only instance, be decided in the political issues of the Alliance, while the military committee of NATO is the leading body for all military matters. At the level of foreign and defense ministers, there are biannual meetings, place at the level of heads of government meeting about every two years.

Work organization

The permanent representatives of the Allies meet at least once a week. At the weekly meetings all aspects of the activities of NATO, current issues and the reports and recommendations of the subordinate committees are discussed. The consultations on foreign policy issues are not confined to the borders of the Alliance.

The North Atlantic Council is supported by a political and military staff. The preparatory work for the decisions afford committees and expert groups. There are in addition a number of policy committees including the Defence Review Committee, the Committee for the Civil and Military Budget, the Security Committee, the Air Defence Committee, the Committee for Telecommunications and Information Systems, the Audit Committee for conventional arms, the Infrastructure Committee, the Economic Committee, the Committee on Information and cultural relations, the Science Committee, the Environment Committee and the Committee for the tasks of modern society. There are also various bodies such as the standardization group, the working groups for conventional disarmament, the Conference of National Armaments experts, logisticians conference, as well as groups that are formed to the current problems.

At the level of foreign and defense ministers, there are biannual meetings, place at the level of Heads of State and Government summit meetings about every two years.

Alliance Internal criticism

Was associated with the war in Kosovo - in the NATO - letter spring of 2002 - the first time exercised considerable intra-Alliance critique of the dominance of the USA and the significantly impaired functioning of the North Atlantic Council in decision making. Consequently, the air attacks were planned against Yugoslavia not at Supreme Headquarters of NATO in Europe (SHAPE), but in the American headquarters for the Command Europe. The former NATO commander General Wesley Clark had based its decisions on a small group of officers, almost all belonged to the American headquarters. The multinational agreement by the NATO Military Committee and the North Atlantic Council had then been obtained only in retrospect.
