October Manifesto

The October Manifesto ( officially " manifesto on the improvement of the state order "; Russian Высочайший Манифест Об усовершенствовании государственного порядка ). . Oktoberjul of 17 / October 30 1905greg, prepared by Sergei Witte, was the answer of Tsar Nicholas II to the ongoing riots and strikes during the Russian Revolution, 1905.

Content

The manifesto allowed the introduction of a bicameral Parliament consisting of the Council of State ( Imperial Council ) and the newly formed Duma, without their consent should not be a law to take effect. For these universal suffrage for male citizens was promised. The manifesto also granted civil rights: individual rights, religion and freedom of conscience, freedom of expression, freedom of assembly and freedom of association. It was thus the precursor of the first Russian Constitution.
