Pablo de Azcárate

Pablo de Azcárate y Flórez (* 1890 in Madrid, † 1971 in Geneva ) was a Spanish diplomat and in 1936 ambassador of the Second Spanish Republic in the UK.

Life

His brother was Justino de Azcárate ( 1903-1989 ). His son was Manuel Azcárate. He attended the Institución Libre de Enseñanza. Pablo de Azcárate was a university professor of law at the University of Santiago de Compostela and the University of Granada. In the 1920s he worked for the League of Nations.

In 1918 he was a deputy for the Partido Paulista reform at the Cortes Generales.

From 1922 he was a member of the administration of the League of Nations. From 1929 to 1933 he worked in the Department of minorities in the General Secretariat of the League of Nations. From 1933 to 1936 he headed the department of minorities in the General Secretariat of the League of Nations. The end of 1932 he visited Romania and had a meeting with representatives from Székely. After his report had been received, the Council decided in 1932 to give back some of the land and property of the Székely.

In September 1936, he was appointed by the Republican government of Spain as ambassador to London.

From September 13 to October 6, 1937, he was with Juan Negrin in Geneva on the 18th annual meeting of the League of Nations. He was in exile in London.

From 1936 to 1939 he led a London law firm. One of his clients was Juan Negrin. One of his staff researched him on behalf of the 17th Count of Alba and stole from him.

As ambassador, he asked the British government for help in vain for the legitimate government of Spain. When the fascists in Spain had won with the support of MI6, he left Britain and went to Geneva. He stood with Basil Liddell Hart in correspondence.

With the Conference of San Francisco the plans to establish the United Nations in 1945 were concrete and Azcárate to consult. The end of 1947 was proposed by the Secretariat General of the UN, along with Ralph Bunche to mediate in the conflict over Palestine, Azcárate. In March 1948, Azcárate headed a commission in Jerusalem. Members of the Commission were a Norwegian colonel, an Indian economist and a Greek lawyer. On 14 May 1945, the mandate granted by the League of Nations was still after 25 years of the British troops.

At the United Nations, a special meeting was held and called Azcárate to New York. The Palestine Commission was dissolved. Pablo de Azcárate was secretary of a Ceasefire Commission from the Jerusalem consuls from France, Belgium and the United States. The Quakers of Philadelphia prosecutor Harold Evans was appointed municipal commissioner of Jerusalem. When Pablo de Azcárate on May 11, 1948 after Jerusalem comes he declares himself interim city commissioner. The State of Israel was proclaimed in Tel Aviv and expelled the Arabs from large parts of the territory with military operations.

Azcárate endeavor to maintain its Arab and Jewish contacts. To walk through Jerusalem harbors serious dangers to be overcome fronts and long marches necessary. The representatives of the United Nations is trying to hostile acts to be played. For this goal, the Commission of the consuls proves to be unsuitable. It meets in the French Consulate in Jerusalem. On May 27, 1948, the U.S. Consul Thomas C. Wasson was murdered. His task was taken over by Folke Bernadotte, who manages to negotiate a cease-fire, whose compliance was monitored by international observers.

From June until the assassination of Folke Bernadotte on September 17, 1948, Pablo de Azcárate his representative as mediator of the United Nations. He negotiated with Nasser and the Arab League. In Jerusalem, he maintains a close relationship with the leaders of the Jewish Agency. During his stay in Cairo, he tried to persuade the Arab leaders to cooperate in the peace initiative of the United Nations. Early in 1949 the ceasefire was sealed into four contracts first.
