President of Slovenia

The Slovenian President (Slovenian Republike Slovenije Predsednik ) is the head of state of Slovenia. Its headquarters is located in Prešernova Street in the capital Ljubljana.

Legal status and powers

The position of the President within the political system in Slovenia is mainly representative nature. He is elected for five years by direct popular vote, one re -election. The President is the representative of the Republic, both in the exterior and in the interior relations and the commander in chief of the army.

Under Article 111 of the Constitution, proposing the President of the National Assembly ( Državni zbor ), after consultation with the Chairman of representatives elected in the parliamentary parties, a candidate for the premiership before.

In the event that the National Assembly because of a state of emergency or war can not meet, he has the option to issue emergency decrees with the force of law (but only on recommendation of the Government ). However, such emergency decrees must be confirmed by the National Assembly at its next session.

The president also plays an important role in key posts within the Slovenian judiciary: he has the right, all nine members of the Constitutional Court ( ustavno sodišče ) and five members of the eleven-member Judicial Council ( sodni vet ) to propose to the National Assembly for election. The latter plays an important role in the appointment of judges offices.

Other responsibilities of the President include:

  • The promulgation of laws
  • The appointment of civil servants
  • The appointment and dismissal Slovenian ambassador; the accreditation of foreign diplomatic representatives
  • The right of pardon
  • The awarding of medals and decorations

If the National Assembly is requested to the President must make themselves heard in a particular case. Under the current Constitution, the President enjoys - in comparison to other states right except usually - no political immunity.

Impeachment

The National Assembly may impeach the President before the Constitutional Court if it violates the Constitution or seriously violates any law. A two-thirds majority of the judges may subsequently relieve the President of his office. Pending a decision on applying for the prosecution, the Court may temporarily relieve the President from exercising his duties.
