State of the State Address

As a State of the State Address ( in about speech on the situation of the state ) annual speech of Governors of the U.S. States is called before their parliaments in the United States.

Term

The term State of the State Address is derived from State of the Union Address, the annual address by the U.S. President to the Congress of the United States.

Background, procedure and subjects

As the President also hold the governors at the beginning of a speech to the plenary session of the federal parliament. Since all U.S. states except Nebraska have a bicameral legislature, the State of the State address both houses are gathered for the purpose. The annual report on the situation of any State is compulsory for a Governor as head of state and head of government in most constitutions of the states. Purpose of a State of the State Address is thus informing the parliaments of the general situation of a State by the Governor as head of the executive. Often, financial, economic and education policy issues are at the forefront; but it can also all other political issues of the states are addressed. Governors use these speeches also to convince the deputies of certain bills. Since party discipline in the United States is not common to both federal and state level, it is for the governor ( as the President ) are of central importance to obtain the Member for his political goals.

Since it is not allowed governors and other members of the government to participate in the normal parliamentary sessions ( apart from many Vice- Governors who act as President of the Senate ), are the governors asked no questions. After the speech, the Prime Minister again leaves the meeting room.

It is now established that the speeches of Governors, as well as the U.S. president, are usually held in January at the beginning of each year. In special cases, however Governors may convene a special session of the plenary and thus also speak at other times to the Parliament. However, it is not about the State of the State Address but simply about a separate meeting.

Media interest

The State of the State Address in their respective State and partly beyond often the subject of great media interest. Usually is followed by a detailed reporting on television and radio and the print media. In addition to television broadcasts and live streams are available on the Internet in pursuit of the speeches.
