Telecommunications for Disaster Relief (TDR ) ( German telecommunications for disaster assistance) is clear from the decision of the International Telecommunication Union (ITU- T SG 11 February 2002), for the identification of the priority of interstate telecommunications in disaster assistance. This is based on the recommendations E.105 (1992 ) International Telephone Service and E.106 (2000) International Emergency Preference Scheme ( IEPS ) for disaster relief operations to the ITU- T SG 2
