The district Telšiai ( German district Telschen ) was one of the ten counties that made up the top step of the administrative division of Lithuania from 1994 to 30 June 2010.

He included a part of the historical region of Lower Lithuania ( Žemaitien, Lithuanian: Žemaitija ).
