Triangle Building

The Triangle Building ( German: Triangle Building, formerly known as The Capital) is the seat of the headquarters of the European External Action Service ( EAAS: European External Action Service ) and the building, which houses the greater part. The seven -storey office building is located at Schumann roundabout in the heart of the European quarter in Brussels, Belgium. In February 2012 it was purchased by the EAAS personnel.

History

The main building of the Triangle Building was completed on 30 June 2009. It replaced a archtitekturell diverse complex on the same site, which was designated as JECL after the initials of the three surrounding streets Avenue de la Joyeuse Entrée, Avenue de Corte Bergh and Rue de la Loi.

As was decided in 2001 to demolish the old JECL complex, initially signaled the European Commission its interest in purchasing the building to build a new EU conference center there. The tough negotiations between the owner, AXA, and the Commission ran tough and lasted for more than 5 years, but ultimately failed in 2006 at the purchase price.

AXA built by the architectural offices Genval workshop and ELD followed by the actual building in the post-modern architectural style, first with the name of The Capital. Divided it is in six standalone office subunits.

AXA wanted to divide the complex between the Commission on the one hand, national embassies and private companies on the other. However, the European Commission refused the building to share with others, and so the negotiations extended until August 2010. When the contracts were then ready to be signed, first the European Personnel Selection Office based in July 2010 one of the six parts of the Triangle Building with an office area of 10,000 m². It was followed by the Foreign Policy Instruments Service, the Commission received a small department, and finally in February 2012, the European External Action Service, which was previously spread across six different buildings in Brussels.

Architecture

The building with a triangular base is divided into 6 technically independent subunits, named after the capitals of the six founding countries of the European Economic Community, the predecessor of the EU: Rome, Paris, Berlin, Luxembourg, Amsterdam and Brussels. In the center of the building there is a large circular courtyard, lush with plants, which in 30 years - says the architect - " will be great ".

The building will still have to go through months of adjustments to be adapted to the needs of the EAAS, including the safety devices. It is still unclear whether the office of the EU High Representative for Foreign Affairs and Security Policy is the Schumann roundabout and thus the traffic between the Commission and the Council have in mind or will but set in the viewing direction Jubilee Park.

In contrast to the Berlaymont and the Justus Lipsius building, the Triangle Building neither a private tunnel access still has a helipad. Maybe AXA reinstalled again a pedestrian tunnel to the Berlaymont so that the EU foreign policy chief could leave the building without being seen. Instead of a heliport, the roof is covered with solar panels, and thus meets the latest environmental requirements.

The rooms facing the street retail shops on the ground floor have autonomous heating systems and electrics for the control and safety requirements.

Ownership

It is expected that the Commission leased 50,000 sqm of the 60,000 sqm total area for the next 15 years to about 10 million € per year. Here, the EAAS will take the most office space, but it also remains some room for a few more Commission departments. Owner remains the French insurance company AXA. On the ground floor space for stores off the street reserved. The rent for the EAAS will amount to € 12 million per year, the first year is free (the cost of the six separate building before the move even amounted to 25 million € per year).
