The season was played in two halves. In each half, the teams played against each other twice, once at home and once away. There was no draw; case of a tie after 90 minutes, the match was extended to twice fifteen minutes, with the golden goal rule was applied. Stand it then still tied, the winner of the game was determined by a penalty shootout.

After the number of games won were decisive in the past two seasons, points were distributed for the first time. For a victory, there were three, for a defeat on penalties after a counter. The table of each half series was thus created according to the following criteria:

After the end of a half series, the club qualified with the most points for the playoffs to the Japanese championship. The winner of the playoffs qualified as a Japanese master of the Asian Club Championship 1996/97.

The renewed increase from 12 to 14 teams again changed the number of games per team to be completed; instead of 44 were now 52 games unsubscribe. Therefore, it was exceptionally waived this season to a discharge of the League Cup.
