C. E. "Cap" Barham

Charles Emmett "Cap " Barham ( born September 28, 1904 at the Lincoln Parish, Louisiana, † February 23, 1972 ) was an American politician. Between 1952 and 1956 he was Deputy Governor of the State of Louisiana.

Career

Cap Barham attended the public schools of his home. In 1927 he graduated from Louisiana Normal College, today's Northwestern State University. Subsequently, he taught as a teacher. After studying law at Louisiana State University in Baton Rouge and his 1931 was admitted to the bar he began in Ruston to work in this profession. At the same time he proposed as a member of the Democratic Party launched a political career. Between 1948 and 1952 he sat in the Senate from Louisiana.

1952 Barham was elected at the side of Robert F. Kennon for Lieutenant Governor of Louisiana. This post he held 1952-1956. Yet he was Deputy Governor and Chairman of the State Senate. During this time, he managed to create the office of lieutenant governor independent of the governor. 1956 Barham failed in the primaries of his party in an attempt to re-election. In the same year he was a delegate to the Democratic National Convention in Chicago in part, was nominated on the Adlai Stevenson as a presidential candidate. He died on February 23, 1972; with his wife Carice Hillburn he had two sons.
