Guy J. Swope

Guy Jacob Swope ( born December 26, 1892 in Meckville, Berks County, Pennsylvania, † July 25, 1969 in New York City ) was an American politician. Between 1937 and 1939 he represented the State of Pennsylvania in the U.S. House of Representatives. In 1941 he was governor of Puerto Rico.

Career

Guy Swope attended the common schools, the Keystone State Teachers College in Kutztown and the Columbia University School of International Affairs. Between 1909 and 1913 he worked in Lebanon County as a teacher; 1913-1918 he worked as Internal Revenue Agent for the Internal Revenue Service (IRS). He then worked 1919-1934 as an auditor. From 1935 to 1937 he served as Budget Secretary for Finance of the State of Pennsylvania. Politically, he was a member of the Democratic Party.

In the congressional elections of 1936, Swope was in the 19th electoral district of Pennsylvania in the U.S. House of Representatives in Washington DC chosen, where he became the successor of Isaac Hoffer Doutrich on January 3, 1937. Since he has not been confirmed in 1938, he was able to complete only one term in Congress until January 3, 1939. During this time other New Deal legislation of the Federal Government there were passed under President Franklin D. Roosevelt.

After the end of his time in the U.S. House of Representatives Swope began working again as an accountant. Between January 1940 and February 1941 he was auditor of the territorial government of Puerto Rico. From February to August 1941, he served there as acting governor. In the years 1941 and 1942 he was employed by the U.S. Department of Interior. Thereafter he served until 1943 as District Director of the Office of Price Administration in Harrisburg. During the Second World War, he was from 1943 to 1946 reserve officer of the United States Navy. In the years 1947 and 1948 he was a civilian member of the provisional American government in Tokyo. He then worked until 1949 in the Ministry of Finance of the State of Pennsylvania. From 1949 to 1954 he was a member of the staff of the U.S. High Commissioner in Germany.

In 1956, Guy Swope sought unsuccessfully to make his return to the Congress. Otherwise, he worked as a Chartered Accountant. From 1956 to 1961 he was director of the company and Comptroller Lake Asphalt & Petroleum Co. Thereafter he worked until 1965 in the Ministry of Finance of his home state. He died on July 25, 1969 in New York.
