Substance of very high concern

SVHC ( Substances of Very High Concern, dt: ' SVHC ') are chemical compounds (or part of a group of chemical compounds ) which have been identified under the REACH Regulation with particularly hazardous properties. These substances can have serious effects on human health or the environment. The listing of a substance as a SVHC by the European Chemicals Agency ( ECHA) is the first step for the authorization and restriction of chemicals. The first list of SVHC was published on 28 October 2008 and has since been supplemented every six months end of June and end of December. Criteria

The criteria for inclusion are specified in Article 57 of the REACH Regulation. A substance may be proposed if it fulfills one or more of the following criteria:

  • Carcinogen referred to in Article 57a ( classification in the hazard class carcinogenicity category 1A or 1B according to CLP);
  • Mutagenic under Article 57b ( classification in the hazard class germ cell mutagenicity category 1A or 1B according to CLP);
  • Toxic for reproduction referred to in Article 57c ( classification in the hazard class reproductive toxicity category 1A or 1B according to CLP);
  • Persistent, bioaccumulative and toxic according to the criteria in Annex XIII of the REACH Regulation ( PBT substances ) according to Article 57d;
  • Very persistent and very bioaccumulative in accordance with the criteria in Annex XIII of REACH (vPvB - substances ) according to Article 57e;
  • There is still scientific evidence of probable serious effects to human health or the environment; such substances are occasionally assessed under Article 57f

The fact that a substance meets one or more criteria, is, not that it is proposed as SVHC. Some of these substances are already subject to restrictions, such as listed in Annex XVII of the REACH Regulation. SVHC are substances in which allfällig existing restrictions may be insufficient. There are three priority groups:

  • PBT substances and vPvB substances;
  • Substances, which are distributed widely in use;
  • Substances, which are used in large quantities.

List of Substances of Very High Concern

On the state from June 20, 2013 following 86 substances are listed on the Candidate List of SVHC for authorization:

Trans-cyclohexane -1 ,2 -dicarboxylic anhydride ( The individual cis -and trans- isomers and all possible combinations of cis -and trans- isomers are covered by this entry )

Hexahydro -4- methylphthalic Hexahydro- 1- methylphthalic Hexahydro -3- methylphthalic ( The individual isomers, and ( are including their cis -and trans- stereoisomeric forms ) and all possible combinations of isomers covered by this entry )

( containing lead (Pb ) above the applicable generic concentration limit for ' reproductive toxicity ' Repr 1A ( CLP) or Category 1 ( DSD), and the substance belongs to a group entry of lead compounds with the index number 082-001-00-6 in the CLP Regulation ( EC) No 1272 /2008)

(Substances with a linear and / or branched alkyl chain of 9 covalently bonded carbon atoms in position 4 to phenol, ethoxylated including UVCB substances and well-defined, individual isomers, or a combination thereof )

  • CAS numbers are indicative, because a single substance can have multiple CAS numbers.
  • PBT = persistent, bioaccumulative and toxic
  • VPvB = very persistent and very bioaccumulative

The substances in the candidate list are again ranked according to their priority. Based on this ranking is a further review of whether a substance in Annex XIV REACH is taken for approval.
