- On the advice of the officials Liu Yan, the Chinese emperor Ling expands the civil and military powers of the governors to the many peasant uprisings in the kingdom to become Mr. This action seals the collapse of the central government in the Han empire. The Emperor appoints the officers Yuan Shao, Cao Cao Chunyu Qiong and to the rulers of the West Garden Army.
