Assembly of the Community of Serbian municipalities

The Community of Municipalities of Kosovo and Metohija Autonomous Province (Serbian Заједнице општина Аутономне покрајине Косово и Метохија / Zajednica Opština Autonomne Pokrajine Kosovo i Metohija ) is an administrative body within Kosovo, the result of the parliamentary elections in Serbia in 2008 11 May 2008 by the political representatives of the residents of the Kosovo Serbian citizens was constituted.

Background

On 17 February 2008 the parliament in Pristina declared independence from Serbia. The Serbian parliament declared a few days before the announced independence declaration as null and void, since this is contrary to the Constitution of Serbia and the UN resolution 1244. Status

The Community and its status Parliament is both within Kosovo and internationally controversial:

The administrative structures of the Community shall be accepted a few Albanians and other minorities in north Kosovo and Serb-dominated enclaves of the absolute majority of Serbs and Roma, some Goranern, Bosnians, Slav Muslims. The Republic of Serbia rises above this new Parliament claim to the whole territory of Kosovo represented in the UN Resolution 1244, but has only the civil and administrative control over the northern Kosovo and the political support of the southern Serb enclaves.

By Parliament in Pristina and those states who view Kosovo as an independent state, the community is, however, not recognized as a legitimate representative of Kosovo.

On 11 May 2008 there have in the context of the parliamentary elections in Serbia in 2008 municipal elections and elections for the Serbian parliament in Belgrade, after organized by UNMIK Pristina from previous elections, many citizens of Serbia had been boycotted. The elections in May went down to minor disturbances without major complications. UNMIK she did not recognize, but also did not exceed one. The SRS and the DSS -NS coalition went as the strongest parties emerge from the election.

Parliament

The legitimacy of the outgoing parliament in Pristina went out from the perspective of Serbia with the declaration of independence in February 2008. The new parliament, which was elected with the connivance of the UNMIK in Kosovo, held in Serb local elections of 11 May 2008, represented by the Serbian view since June 28, 2008, the Serbian autonomous Province of Kosovo and Metohija ( " Kosmetische "). The Parliament has 45 seats for deputies, who were elected at meetings held 11 May 2008 Serbian elections. Current seat of the Parliament is the northern part of the city of Kosovska Mitrovica, Pristina, however, regarded as the capital of the Autonomous Province of Kosovo and Metohija within Serbia, and thus as his rightful seat

Municipal policy implications

Since the elections, there are several, predominantly inhabited by Serbs of Kosovo municipalities each two competing mayors and local governments, which are mutually deny the legitimacy.

Relation to communities of states

While the Community has accepted the presence of UNMIK deployment of United Nations, but refuses to cooperate with the establishment of any rule of law the European Union mission (EULEX ).
