Crown Research Institute

As a Crown Research Institutes New Zealand means those national research institutes that were founded in 1992 under the Crown Research Institutes Act 1992.

The following institutes and include:

  • AgResearch ( AgResearch ).
  • Industrial Research (IRL ).
  • Institute of Environmental Science & Research ( ESR).
  • Institute of Geological and Nuclear Sciences ( GNS Science).
  • Landcare Research New Zealand ( Landcare Research).
  • National Institute of Water and Atmospheric Research ( NIWA ).
  • New Zealand Forest Research Institute acts under Scion
  • The New Zealand Institute for Plant and Food Research ( Plant & Food Research ).

History

In the 1980s, the department and the responsible agencies for this purpose has been subjected in the ministries of a review. The objective of this was to make research and science more effectively and efficiently. For this purpose -built studies showed the poor state of financial support and prioritization of research and science projects. This led in the early 1990s to reform the sector.

With the Crown Research Institutes Act 1992 1992 responsibilities of the ministries on July 1, spun and founded first ten independent research institutes. With the Companies Act 1993, all institutions were converted to limited liability companies ( Limited).

The object of the Institute was now, on their own responsibility to do business, research and scientific projects to organize independently to improve the funding of projects and to better prioritize to improve the promotion of the private sector and to improve the efficiency of the entire system.

Division of responsibility

The reform leads 1992 following new organizational form and to separate areas of responsibility:

  • The Ministry of Research, Science and Technology ( MoRST ) (Ministry of Research, Science and Technology) was responsible from now on for the policy guidance and recommendations.
  • The Foundation for Research, Science and Technology ( FRST ) ( Foundation for Research, Science and Technology) should be responsible for the funding of research and science.
  • The Crown Research Institutes ( CRIs ) (State Research Institute) should be there for the actual scientific research.

Changes

Of the original ten institutes exist as of 2009, eight ( see above). The Institute for Social Research and Development was disbanded in August 1995 due to lack of profitability and, in December 2008, the New Zealand Institute for Crop & Food Research and the Horticulture & Food Research Institute of New Zealand merged with the New Zealand Institute for Plant & Food Research.

Profit orientation

The institutes were encouraged to generate their own capital itself. From 1992 to June 30, 2008, all institutions have combined assets of $ 669.2 million NZ generates. The workforce was the same date 4,235 employees, of which 3,478 employees were working directly in research projects.

In 2006 the New Zealand government has formulated its return targets for the Crown Research Institutes in detail. Accordingly, the institutions should a return of 9% per annum to generate a) to strengthen their capital further and b ) to secure their long-term profitability.
