The DIAĽNICA D3, sometimes referred to as Kysuca highway, and 1999 D18, is a highway in the north of Slovakia. Currently, only three sections are present: The section of the D1 to Zilina - Strážov (8.5 km), the bypass part of Čadca 4 km ( half extension ) and a 200 m long stretch of the border with Poland at Skalité. The highway is part of the European route E 75 as well as part of the VI. Pan-European Transport Corridor (Danzig - Łódź - Žilina - Bratislava - Budapest - Belgrade - Athens).

The construction of the 3.2 km section Skalité -Polish border began in November 1997, but is down to a cross -level piece is not completed, because the next Slovak phase of construction was not under construction and there is no connection to the existing road network at the end of the section. It was only in June 2013 began construction of the 12.2 km long stretch Svrčinovec - Skalité to be taken with the previous section in two-lane expansion in 2016. Part of this route are two tunnels - Svrčinovec ( 445 m) and Polana ( 898 m) - as well as several large bridges.

Currently, public competition runs to the section Žilina, Strážov - Žilina, Bródno ( 4.25 km ), which includes a large bridge over the reservoir Hričov and the tunnel Považský Chlmec ( 2,218 m).
