EU Directive 91/440

The law on the restructuring of the railways ( Railway Restructuring Act - ENeuOG ) of 27 December 1993 arose from the need, the EC Directive 91/440 " On the development of railway undertakings in the Community " - independence of railway undertakings of government influence, financial health of the company, separation the railway infrastructure from the transport sector, opening up the rail networks for others - to put into German law. At the same time should the special fund " German Federal Railroad " and " German Reich Railway" will be merged into one unincorporated Federal special fund under the name " Federal Railways Fund ". The introduced with this law restructuring of the railway system in Germany is also known as railway reform.

This is a so-called Article Act in which all simple new legislation and changes are summarized. This package contains approximately 130 legal and regulatory changes and as a centerpiece in the first five articles newly formulated laws:

  • Article 4: Law for the regionalization of public transport ( regionalization law - RegG )
