EUTM Mali

The EUTM Mali (European Union Training Mission Mali) is a multinational training mission of the European Union with headquarters in Bamako, Mali, in which the Malian Forces Armées et de Sécurité du Mali receive a military basic training and advice. The EUTM Mali should not be involved in combat operations in the north of the country.

Formation

Already on October 15, 2012 advised the European Union foreign ministers on Plans for the support and training of Malian security forces.

On 10 December 2012, the Council of the European Union has approved the Crisis Management Concept for a CSDP training mission in Mali. The territorial integrity and the democratic order of the West African country should be supported. The use under civilian supervision is based on the request of the Malian government and within the framework of Resolution 2071 of the UN Security Council.

With the offensive of Islamist rebels ( MUJAO, AQMI and Ansar Dine) in December 2012 and January 2013 in the south of Mali reached France with the Opération Serval from January 11, 2013 military action against the Islamists. International support and also the already planned use of African- led International Support Mission to Mali ( AFISMA ) grew was accelerated.

In a special meeting of EU foreign ministers on January 17, 2013 in Brussels, attended by the Malian Foreign Minister Hubert Coulibaly took part, the beginning of the training mission for the Malian army has been officially decided. The common costs of the operation were estimated at 12.3 million euros for a term of 15 months.

Order

Two battalions of the Malian armed forces, each with 650 soldiers to be trained militarily. In addition, among other things, issues of human rights and dealing with prisoners of war should be taught.

Organization

The leadership of the mission, will take the French General François Lecointre. It is used as commander of the EU mission with his staff in Bamako, the training of Malian army, however, should take place in a specially designated place in the northeast of Bamako. It should be up to 250 trainers available. In addition, consisting of 200 soldiers securing component is stationed. As of mid- February, the mission will start work on site.

Spain has already promised 40 to 50 trainers. Even Germany is willing to participate with up to 30 trainers to the EUTM Mali. Italy wishes to participate in with 15 and 24 trainers .. Austria confirmed in early February to participate in the mission with about 10 Soldiers in the medical field.

Deployment of the Bundeswehr

The German Army has deployed medical service in Mali for the training mission about 80 instructors, including pioneers and paramedics of the commands Rapid Reaction Forces. On April 29, 2013 35 Malian soldiers and recruits by German trainers in Koulikoro Training Center ( KTC ) were taught in Koulikoro first time. The leader of the German mission contingent ( DEU EinsKtgt MALI ) is a Lieutenant Colonel in the service level. The mandate of the German Parliament comprises the use of up to 180 German soldiers and is valid until February 28, 2015.
