First Faymann cabinet

The federal government Faymann I, a large coalition of the Social Democratic Party of Austria ( SPÖ) and the Austrian People's Party ( ÖVP), was appointed and sworn in on December 2, 2008 by Federal President Heinz Fischer. Became Chancellor Werner Faymann ( SPÖ), Vice Chancellor Josef Pröll (ÖVP ). Since the change of government in April 2011, retired at the Josef Pröll, Austrian Foreign Minister Michael Spindelegger (ÖVP ) is Vice-Chancellor.

After the national election of 2013, the government was appointed by the Federal President on October 1, 2013, continuing the business until the appointment of a new government. The appointment of the federal government Faymann II took place on 16 December 2013.

Government formation

The exploratory and coalition talks was the early parliamentary elections ahead of 28 September 2008. In this case, both major parties reported massive losses of 15 %, while the Freedom Party of Austria (FPÖ ) and the Alliance for the Future in 2005 that emerged from Austria ( AAF ) were able to achieve significant gains votes. On 8 October 2008 Faymann, as a federal party chairman of the party with the most votes, by Federal President Fischer was commissioned to form a government.

No party had received the required majority for a one-party government. A coalition of SPÖ and ÖVP was the only possible two-party coalition. While Faymann spoke out from the beginning for this variant and variants excluded coalition with the FPÖ and BZÖ, representatives of the ÖVP had occurred for a ÖVP -FPÖ coalition Alliance for the Future and for going into opposition. Last but not least, the financial crisis starting in 2007 and the threat of a recession in Austria were reasons why Faymann and the new ÖVP - federal party chairman Pröll nevertheless quickly coalition talks began, and came in a relatively short period of 56 days to agree on a new grand coalition.

Composition

The federal government under Chancellor Werner Faymann was sworn in on 2 December 2008 following composition:

The division of responsibilities was taken over for the most part by the federal government Gusenbauer. Only the Ministry of Justice, headed by Maria Berger moved by the SPÖ and the ÖVP to Judge Claudia Bandion - Ortner was assumed. In return, the SPÖ received the Ministry of Health of the People's Party ( former Minister Andrea Kdolsky ). Contrary to the concerns of well-known constitutional lawyer, the ministries were headed by Minister of the Interior and Justice of the same party. The former Foreign Minister Ursula Plassnik announced that she would resign from the government. The reason they gave to differences over the question of whether future EU treaty changes are to be decided by parliamentary means or through referenda.

Within the ministries, there were regrouping: The field work was ceded back to the social department of the Ministry of Economy, the sport came to the Department of Defense. The family and youth agendas were transferred from the Ministry of Health to the Ministry of Economy. Compared to 2006, there were only four instead of six Secretaries of State.

Gabriele Heinisch- Hosek was appointed on 2 December 2008 Minister without portfolio and on 18 December 2008 the Federal Minister for Women and Civil Service.

Claudia Bandion - Ortner was appointed on January 15, 2009, the Federal Minister of Justice, as the BAWAG process had to be completed in the first instance only. Previously, for this transitional period Science Minister Johannes Hahn also Minister of Justice. It was replaced April 21, 2011 by Beatrix Karl.

Verena Remler was sworn in on 26 November 2010 as the successor of Christine Marek, who took over as club head of the ÖVP in the Vienna parliament and council.

Beatrix Karl was appointed on 26 January 2010 the Federal Minister for Science and Research, as its predecessor, Johannes Hahn, the European Commission ( Barroso II) was appointed.

Cabinet reshuffle in April 2011

Josef Pröll said on 13 April 2011 for health reasons his imminent resignation as Vice Chancellor and Finance Minister, as well as ÖVP chairman. The ÖVP -designate Michael Spindelegger as the new Vice -Chancellor and for some of their ministries new Ministers and State Secretaries. The dismissal of the old and the appointment of new ministers and secretaries of state on April 21, 2011.

This Fekter changed by the Home Office to the Ministry of Finance. New Interior Minister, the previous Lower Austrian Regional Minister Johanna Mikl -Leitner. Claudia Bandion - Ortner resigned from the government and was replaced by the former Science Minister Beatrix Karl, Ministry of Justice. This was followed by the former Rector of the University of Innsbruck Karlheinz Töchterle.

With the change of government in some cases the State Secretaries other ministries have been allocated. Ministry of Foreign Affairs Wolfgang Waldner was appointed and short- Secretaries of State at the Home Office Sebastian. The chairman of the JVP, Sebastian Kurz, formerly councilor in Vienna were entrusted with the inclusion agendas. For these two newly appointed Staatssektretariate accounted for the previously occupied by Reinhold Lopatka in the Ministry of Finance and Verena Remler at the Economics Ministry State Secretaries.

Government reshuffle in March 2013

On March 5, 2013 announced Chancellor Faymann and Minister of Defence Norbert Darabos that Darabos resigns as Minister of Defence and Sports on March 11, 2013, and changes back as national director in the party headquarters of the Social Democratic Party. His successor was the leader of the Styrian SPÖ in the Bundesrat, Gerald Klug.
