Henry Richmond Droop

Henry Richmond Droop ( born September 12, 1832 in Stamford Hill, † March 21, 1884 in London ) was an English mathematician. To him, the development of the Droop quota is allocated to that today in elections under the system of Transferable Einzelstimmgebung ( Single Transferable Vote) is used. Maybe he was in 1869 and the first to formulate what later became known as Duverger's Law.
