Biography

After studying at the Royal School of Administration, which he finished with a degree in diplomacy, he entered the diplomatic service. Between 1967 and 1973 he worked at the embassy in France. During this time he also studied law at the University of Paris and graduated with a Master of Laws from. In addition, he completed post-graduate studies at the Institute for Advanced International Studies of the University of Paris.

In 1973 he was appointed ambassador to Cuba. In 1975 he returned to Cambodia, where he joined to 1979 the Khmer Rouge under Pol Pot.
