Karl Lauterbach

Karl Wilhelm Lauterbach ( born February 21, 1963 in Düren ) is a German physician, politician (SPD) and since 2005 member of the German Bundestag.

Life

Karl Lauterbach was born in 1963 as the son of a laborer in Düren; He grew up in Lower trim. After graduation in 1983, he studied medicine at the RWTH Aachen and the University of Texas at San Antonio in San Antonio, Texas (USA). In 1987 he received his doctorate at the Heinrich -Heine- University of Dusseldorf with the development of the dissertation Parametric Gamma Scopes on the basis of experimental and clinical studies to Dr. med. From 1989 to 1992 he studied Health Economics (Health Policy and Management ) and epidemiology at the Harvard School of Public Health Harvard University in Boston, Massachusetts ( USA) with the degree of Master of Science ( M.Sc.). From 1992 to 1993 he held a fellowship at Harvard Medical School. Funded by the Konrad Adenauer Foundation, he acquired there in 1993 the conclusion Scientiæ Doctor ( Sc.D. ). 2010 Lauterbach received the license as a physician, this he had not applied for after completing his medical studies.

1998 Lauterbach became director of the newly founded Institute of Health Economics and Clinical Epidemiology ( IGKE ) at the University of Cologne; therefore its appointment was connected as a professor. There he is to take leave of his parliamentary mandate. From 1999 until the election to the Bundestag in September 2005 Lauterbach was a member of the Advisory Council on the Assessment of Developments in health care. In 2003 he was a member of the commission to investigate the sustainability of the financing of social security systems ( " Rürup Commission "). Since 2008 he has been Adjunct Professor of Health Policy and Management at the Harvard School of Public Health.

Lauterbach was a fellow of the Konrad Adenauer Foundation and member of the CDU. Since 2001 he is member of the SPD. At the general election in September 2005, he was in the constituency Leverkusen - elected to the Bundestag Cologne IV by direct mandate. In the 2009 federal election, he moved with 37.1 % again directly in the Bundestag. He's since November 24, 2009 Speaker of the Health Working Group of the SPD parliamentary group. Lauterbach also is a regular member of the Committee on Health and deputy member of the Finance Committee. In the general election in 2013 Lauterbach received 41.35 % of the primary vote in the constituency Cologne IV / Leverkusen. Lauterbach lived from 2004 separated from his wife Angela Spelsberg, who runs the Aachener tumor center and with whom he has four children. 2010 was the divorce.

Policy

The most important represented by Lauterbach theses on health policy are:

  • Introduction of a universal health insurance in health care.
  • Combating tendencies towards a two-tier medicine.
  • Orientation of medical care on evidence and cost - effectiveness.
  • Consideration of distributive outcomes in addition to the allocative results of health programs.

In addition to its focus, health policy, Lauterbach is also involved in other policy areas, such as in education or social policy. He is assigned to the left wing of the SPD and is an outspoken opponent of the tripartite school system.

Lauterbach has been used in his time as a scientist for his health policy ideas, including as adviser to the Minister of Health Ulla Schmidt.

On June 5, 2013, was appointed to the expert team of Peer Steinbrück.

Memberships

Lauterbach is a member of the union Ver.di.

He has held a seat on the board of the Rhön- Klinikum AG from July 2001 to June 2013. He gave the post in June 2013 in connection with his appointment to the Competence Team Peer Steinbrück for the general election 2013 from.
