Köksal Toptan

Koksal Toptan ( born 1943 in Rize ) was 2007-2009 President of the Parliament of the Grand National Assembly of Turkey.

Toptan graduated from the Law Faculty in Istanbul and worked as a lawyer.

Before the military coup in September 1980, he was a Minister of State at the Cabinet, led by Süleyman Demirel. In June 1991 he was appointed as Education Minister Demirel again in his government, which he served until June 1993. Under Prime Minister Tansu Çiller officiated Toptan, who was a member of the conservative ruling party DYP at this time, from 5 to 30 November 1995 as Minister of Culture.

In the parliamentary elections on 22 July 2007 Koksal Toptan ve as a candidate of the Adalet Partisi Kalkınma (ACP ) was selected from the Zonguldak Province in the Parliament. On 9 August 2007, the election was held for the President of Parliament. Toptan was elected on the first ballot with 450 of 549 votes in the office.

Toptan 2008 received an honorary doctorate from the Kafkas Üniversitesi.
