Leopold Hasner von Artha

Leopold Hasner of Artha ( born March 15, 1818 in Prague, † June 5, 1891 in Bad Ischl ) was a Bohemian- Austrian lawyer and politician.

Life

Hasner of Artha studied in his hometown of rights, received his doctorate in 1842 in Vienna and was employed until 1848 when Hofkammerprokuratur. 1848 editor of the official " Prager Zeitung ", since 1849 associate professor of Philosophy of Law, since 1851 professor of political science at the University of Prague.

As such, he was together with his friend Gustav Biedermann of the most outstanding representatives of the Hegelian school in Austria, in the spirit of which he wrote Elements of the Philosophy of Law and its history, in addition to extensive legal and art criticism journal articles covering a system of political economy, of which until 1888 only the first part has been published.

Since 1861 was Hasner of Artha in parliamentary life as a member of the Czech parliament and the Chamber of Deputies in the Imperial Parliament. In the very first session of the latter, he joined the head of the house, Franz Hein, as Vice President to the side, and after it had become Minister of Justice, he took his place as Chairman of the House of Representatives.

Since June 1863 he was at the head of the teaching council, a creation of short duration. In 1865 he took over as professor of political science at the University of Vienna began teaching again and was simultaneously appointed councilor. In April 1867 he was appointed lifelong member of the manor.

Particularly familiar with the conditions of public education, he joined the cabinet of Prince Karl Philipp Wilhelm von Auersperg ( the " citizens Ministry " ) on December 30, 1867, the leadership of the Ministry of Culture and Education ( to 1 February 1870). In this position, he directed his main efforts on the creation of a People's Education Act, which was carried out despite the opposition of the Austrian episcopate. In the conflict that broke out between members of the Ministry Taaffe, Hasner was one of the Artha centralist majority, and after leaving the minority, he served from February 1 to April 4, 1870 (withdrawal) or April 12, 1870 ( dismissal ) as kk Prime Minister. He was the brother of ophthalmologists Joseph Hasner of Artha.
