The Mulligan Highway ( formerly Cooktown Developmental Road) is a new State Route in Queensland, Australia. It runs from Cooktown to a length of 270 km to Mareeba on the east coast of Cape York Peninsula.

Named after the Bushman James Venture Mulligan, the fortified Highway follows the course of the old Cooktown Developmental Road. It was finished in 2006.

Ever since the old dirt track replaced, the travel time from Cairns to Cooktown 6 hours have almost halved to 3.5 hours.
