The Gukhoe, the South Korean National Assembly is the unicameral parliament of the Republic of Korea. It has 300 members, which are determined in a grave electoral system with two votes: 246 are directly elected in Einmandatswahlkreisen in a simple majority vote, the remaining 54 seats are assigned in proportional representation according to the votes cast for party-list votes, a restrictive clause applies: to gain proportional representation mandates only party lists who have won at least three percent of the vote or five direct mandates.

Competencies

The basic rules for the work of Gukhoe are set out in Chapter III of the Constitution. After that, it is the only carrier of the legislative power and ratified international treaties. It also has the right to set up committees of inquiry to make votes of no confidence against the Prime Minister or individual ministers in the Council of State, and to arrange a two-thirds majority of impeachment of the President. It can not be resolved.

The Gukhoe must have at least 200 members who shall be elected for four years; accurate regulates the electoral law. The deputies enjoy immunity and indemnity.

The regular session is 100 days a year. Extraordinary meetings of up to 30 days will be held at the request of the President or at least a quarter of the deputies.

Legislative and budgetary

The right to initiate draft laws, the government, or at least ten deputies. Before deciding to undergo usually one of the 17 standing committees. The budget must be submitted to the Gukhoe at least 90 days before the start of the fiscal year for consideration.

Constitutional amendments

Proposals for amendments to the Constitution may be initiated by the President or a majority of MPs. Votes of at least two-thirds of Gukhoe to, the constitutional amendment is submitted to the popular vote in a referendum.
